In 2020, the Committee on Standards in Public Life launched a public consultation as part of a review of the effectiveness the institutions, policies and processes that implement ethical standards in public life (‘Standards Matter 2’). Although the IBE’s primary focus is on influencing behaviours in business and many of the consultation questions related to specific issues where we would not purport to be authoritative, the terms of reference for the review included a request for input on ‘best practice in the promotion of cultures that celebrate and encourage high ethical standards’. We therefore provided a narrative response, focussing on that element of the consultation. Our response, which has also been made public by the CSPL, was as follows:
